Nigeria's National Forest Guard Appears Twice in the 2026 Appropriation Act, and Its Larger Line Is Shared With the Presidential Air Fleet

The enacted 2026 Appropriation Act names the National Forest Guard in exactly two places across 2,635 pages. The larger of the two is a single N283,850,000,000 Service Wide Vote line that also covers presidential aircraft logistics, so the sum appropriated to the guards cannot be read off the record.

The programme was announced with numbers. In May 2025, after an expanded Federal Executive Council meeting, the presidency said President Bola Tinubu had approved a National Forest Guard and the recruitment of more than 130,000 operatives to secure 1,129 forest reserves. On 27 December 2025 the Federal Ministry of Information and National Orientation published that over 7,000 newly recruited Forest Guards had graduated, under the leadership and strategic guidance of the National Security Adviser, in collaboration with the Federal Ministry of Environment, and operationally coordinated by the Department of State Services and the National Park Service. On 31 May 2026 the State House said the President had approved the recruitment of 1,000 forest guards in Oyo State in collaboration with the state government.

We then read the budget. We downloaded the Budget Office of the Federation's own 2026 Appropriation Act Details, 2,635 pages, extracted the text of every page and searched it. The phrase Forest Guard occurs twice.

The larger occurrence is line ERGP14247846, under Service Wide Vote 0238005002, administered through the Federal Ministry of Budget and Economic Planning. Its full wording in the Act is PRESIDENTIAL AIR FLEET LOGISTICS AND MANAGEMENT INCLUDING OPERATION OF NATIONAL FOREST GUARD. It is marked NEW and appropriated N283,850,000,000. Two activities with no operational relationship, presidential aircraft logistics and a national armed forest force, share one line and one figure. The Act does not split them.

The second occurrence is line ERGP30225999, under the Forestry Research Institute of Ibadan in the Federal Ministry of Environment's schedule, reading FOREST GUARDS TRAINING, CAPACITY DEVELOPMENT AND PROCUREMENT OF CAMPING EQUIPMENTS / MATERIALS FOR NATIONAL SECURITY IN RESEARCH FOREST PROTECTED AREA, marked NEW, at N61,600,000. That is a research institute securing its own reserve, not the national programme.

Neither body publicly named as leading the programme carries a Forest Guard line of its own. The National Security Adviser head, code 0157, is appropriated N664,119,740,541 in 2026 across ten agencies, including the Directorate of State Security Service at N204,764,694,968 and the National Intelligence Agency at N162,528,486,494. We read every page of that schedule. No line names the Forest Guard. The Federal Ministry of Environment Headquarters, code 0535001001, is appropriated N9,214,732,332 in total, of which capital expenditure is N2,449,822,153: computer printers N69,440,000, repairs to office buildings N729,000,000, tree planting N140,000,000, and research and development N1,511,382,153. No Forest Guard line appears there either.

The scale is worth setting out precisely. The Presidential Air Fleets under the State House, agency code 0157004001, has its own separate 2026 allocation of N14,703,459,170, made up of personnel N1,017,763,100, overhead N7,507,369,150 and capital N6,178,326,920. The composite Service Wide Vote line is additional to that agency allocation and is roughly nineteen times its size.

The figure did not change between proposal and enactment. The Budget Office's 2026 Appropriation Bill Details, the executive proposal published in January 2026, carries ERGP14247846 at page 1238 with the identical wording and the identical N283,850,000,000. The enacted Act Details carries it at page 968. The same composite line passed through the National Assembly unaltered. We also searched both documents for the announced programme figures, 130,000 and 1,129. Neither appears in connection with the Forest Guard in either document.

One further limit belongs in the same breath as the finding. An appropriation is an authorisation to spend. It is not a release from the Treasury, and it is not expenditure. Nothing in these documents shows how much of the N283,850,000,000 has been released, how much has been spent, or on which of the two named activities.

What this rests on

Line ERGP14247846 and line ERGP30225999 quoted verbatim from the enacted Act; the National Security Adviser head total of N664,119,740,541 and the Federal Ministry of Environment Headquarters total of N9,214,732,332, both read schedule by schedule; the Presidential Air Fleets agency allocation of N14,703,459,170. The line was located independently in three separate copies of the budget with identical code, wording and figure in each. Announcement figures are attributed to the presidency in May 2025, the Federal Ministry of Information and National Orientation on 27 December 2025 and the State House on 31 May 2026.

What this does not establish

This does not establish that any money was released, spent or misapplied. It does not establish that the Forest Guard is underfunded or overfunded, because the Act does not disclose its share of the composite line. It does not establish wrongdoing by any person or body, and no court has made any finding here. It does not establish that the 130,000 target has been abandoned; it establishes only that we did not find that figure in the two budget documents we searched. Composite budget lines are lawful under Nigerian appropriation practice.

What we did ourselves

We downloaded three copies of the 2026 budget totalling about 100 megabytes, extracted the text of all 8,029 pages, searched every page for the programme terms, read the surrounding schedules for the National Security Adviser, the Federal Ministry of Environment and the Service Wide Vote line by line, and compared the executive proposal against the enacted Act on the same ERGP code. Announcement wording was taken from the issuing government sites rather than from news summaries.
