Oyo budgeted N322.54bn of borrowing for 2026 and can name lenders for N247.25bn of it. Its own budget document prints the gap in red
The state's Citizens' Budget carries a page of internal consistency checks. Two of them fail. The document reports total loans of N322,540,000,000 against domestic and foreign loans of N247,253,230,662, leaving a difference of N75,286,769,338 with no source named, and a grants line short by N599,230,662. Both figures are shaded red in the original.
A Citizens' Budget is the plain-language version a state publishes so that people who will never open the full estimates can see what is planned. Oyo's runs to sixteen pages. Page 15 is headed Cross Checks, and it is where the document audits itself.
Two checks come back negative. Under loans: total loans 322,540,000,000, domestic loans 224,000,000,000, foreign loans 23,253,230,662, difference 75,286,769,338. Under aid and grants: total 4,730,723,008, domestic 4,131,492,346, foreign nil, difference 599,230,662.
Page 9 of the same document lists the sources. Domestic borrowings from financial institutions: 224,000,000,000, others nil. International borrowings: 23,253,230,662, others nil. Between them they name N247,253,230,662 of the N322.54bn the budget expects to borrow. The remaining N75,286,769,338 has no named lender anywhere in the document, and it is 8.4 per cent of the entire state budget.
It is worth being fair about what this is. The budget office prints the cross-check page precisely so that gaps like this are visible. This is disclosed, not concealed, and a state that publishes its own failed consistency checks is doing something most do not.
The same document carries a second discrepancy that is not flagged anywhere. The Governor's budget speech, reproduced at page 4, gives the total as N891,985,074,480.79, capital as N502,846,477,812.85 and recurrent as N389,138,596,667.94. Page 15 of the same publication gives 892,085,074,481, 504,946,477,813 and 387,138,596,668, which are the figures in the enacted law.
There is an innocent explanation available: the speech was delivered on 24 November 2025 and the law was assented on 22 December, so the Assembly may simply have amended the numbers in between. But the publication prints both sets without saying which is which, and the speech's headline claim that capital expenditure stands at 56.37 per cent is true only of the speech's figures. On the enacted numbers it is 56.60 per cent.
What the document establishes is that Oyo has enacted a budget in which roughly N75bn of planned borrowing has no identified lender, and that the state's flagship plain-language budget carries two different totals for the same budget without telling the reader which one is the law.
What this rests on
The Citizens' Budget was opened and read by Vero. Both discrepancies are printed in the document itself; the loan gap is shaded red by the publisher.
What this does not establish
It does not establish that the borrowing is improper, that no lender exists, or that the money will not be raised. Unnamed borrowing lines are common in Nigerian state budgets where facilities are still being negotiated. It does not establish why the speech and the enacted figures differ, and the assent date supplies a plausible answer.
What we did ourselves
We read the state's own cross-check page rather than the headline figures, and then set the Governor's speech against the enacted numbers printed eleven pages later in the same publication.
