THE GOVERNMENT KNEW. THE BUDGET DIDN’T STOP.

Nigeria has already heard the simple version of this story: a man allegedly created a fake presidential agency. But when we went back through the dates and documents, the more important question was not how PFIPC entered government, but why it was still moving through government systems after senior officials had already started questioning whether it was legitimate.

By October 2025, the matter had reached Foreign Affairs, the Chief of Staff and security agencies. The Chief of Staff asked Police and DSS to investigate allegations of forgery and impersonation linked to PFIPC, and the Presidency later stated that the body had not been lawfully created and that its alleged leadership was not authorised to act on behalf of the government.

By November 27, a federal criminal case had been filed. Yet when the 2026 Executive Budget was presented weeks later, PFIPC was still listed under budget code 0111062001 with ₦1.302 billion attached to it.

That does not mean ₦1.3 billion was stolen. The available record indicates the money was not ultimately released, and that distinction matters. But it leaves a serious institutional question: if parts of government had already raised the alarm, why did the budget machinery continue carrying the agency forward?

The ICPC later said PFIPC had no valid legal basis and pointed to failures in verification and inter-agency oversight. So the bigger story is not simply that someone allegedly created a fake agency. It is that a body the government now says never legally existed became real enough to pass through multiple layers of the state.

That is the part we followed.

Swipe through the documents and look at the dates. The police file moved. The budget file moved too.
